What it’s about and why it works

CMS (UK) Ltd is the result of two companies combining their experience and knowledge to form what we feel is a new approach to car park management. In the current climate many of our competitors would seem to be going down the road of enforcement, which seems to us is closing the gate after the horse has bolted. CMS (UK) Ltd feel that prevention is a cure in itself, it is far better for our clients to have a low conflict system of car park management in place. For this reason we use the term Car Park Solutions and feel it better to solve a problem than to keep enforcing an unchanged situation. Using our solution system we have been able to manage the delicate situations of Hospital and disabled parking abuse with the minimum impact to the service users and the public as a whole. It has been pleasing to receive many positive comments and thanks from the public whilst operating our system. Although enforcement can never be ruled out we feel that the education of the service users and the public by the implementation of our solutions is the future of car park management. On the following page is a demonstration of this.

Parking Solution
Install clear and precise Parking Information and Enforcement signs throughout the area to be covered, in sufficient numbers so that the correct sign for any parking zone is clearly visible to the motorist.
We issue polite notices and attach to the window of any vehicle abusing the parking restrictions (the notes will be correctly marked with the CMS (UK) Ltd logo, and the parking enforcement Officer will be in fully signed uniform).
Following the end of any period of acclimatisation the parking restrictions will be enforced and any parking abusers will receive a parking charge notice from a CMS (UK) Ltd uniformed officer.

Result
Using this solution it is our experience that the pattern and reduction of abuse is as follows.

Before solution was in the place the abuse was widespread and prospective shoppers had to queue to enter the car park with their cars

First week parking restrictions (monitored) in force 24% abuse

Second week parking restrictions (monitored) in force 16% abuse

Six weeks after the recommended solution has been in operation 4.7% abuse
